Jan 16, 2012: Cougar Sighting in the Neighbourhood

More cougar sightings on Phyllis and Benson added to the one at Queen Alexandra a week back. Also reports on Arbutus and in the Mount Baker View area. Please take all cautionary measures to keep your children and pets close at hand and use caution yourself when out walking in the area. Remember that cougars are cats and are attracted to quick moving objects such as joggers and bicyclists! Saanich police are on alert for possible problems.

Jan 7, 2011: Cougar Sighting in the Neighbourhood

There was a cougar sighted on the Queen Alexandra field at 4:00 am on Friday. There have also been reports on Arbutus and in the Mount Baker View area. Nov 11, 2011: CBRA UVic Draft Mandate & Terms of Reference

As a follow-up to Saanich council's requirement that UVic undertake a community consultation process for CARSA, CBRA submitted a Draft Mandate & Terms of Reference for the process to the university. See Mandate.


Nov 11, 2011: Saanich Burglar Caught

Saanich Police believe that they have caught the burglar responsible for a number of robberies in the Cadboro Bay area. He was known to take advantage of ladders left on the property to enter through second storey windows. See further details in the Saanich News. Residents who were robbed are asked to contact Saanich Police as a number of items were recovered and they wish to return them to their owners.

Sep 19, 2011: Saanich Police Warn that Break-ins Continue

There has been a marked increase in burglaries reported in the community. Please protect your home and property by locking doors, closing all windows and setting the alarm before you leave. Consider placing valuables in your safety deposit box. In addition, residents report tools have been stolen from work sites and workmen should be notified to lock their tools up when not in use. If you are going away, ask neighbors to watch your home. Report all suspicious activity to Saanich police.

May 12, 2011: Election Results from CBRA AGM Wed May 11

Cadboro Bay Residents Association Annual General Meeting was held on Wed May 11 at St George's Church. A new slate of Directors was elected. Elizabeth Borek is your new President. Barbara Raponi is Vice-President, Terry Cormier is Secretary and Bob Furber remains your Treasurer. Rick Page now fills the position of Past President. Directors at Large are Rob Bennett, Deborah Dickson, Mona Goode, Dave Lynn, Terry Morrison, Andrea Piccinin and Irene Stewart. Thanks to those retiring Directors Colette Baty, Bill Dancer, Jennifer Kay, Norm Mogensen, Dennis Moore, Eric Ochs and Anke Venema.

May 6, 2011: CBRA AGM Wed May 11

Cadboro Bay Residents Association Annual General Meeting will be held on Wed May 11 at St George's Church. For more details, click AGM Agenda. As well as electing directors for the Board, we'll be updating the community on the Queenswood Rezoning. If you want to get involved in the issues of your neighbourhood, nominate yourself or someone else to join the CBRA Board by contacting the Nominations Chair, Eric Dahli, at (250) 477-7381 or Eric Dahli.


May 6, 2011: CBRA Queenswood Rezoning - UVic Letter to Saanich Apr 19,2011

CBRA formed a committee in April to review UVic's March application for rezoning of the Queenswood property and to report back to Saanich. The application lacked responses to the concerns raised by the Board and our residents and President Rick Page continued to push for more community consultation. The University finally agreed and sent a letter to Saanich last week requesting more time for consultation. We should hear shortly from Saanich Planning whether the referral to CBRA is also postponed but it appears that UVic won't be proceeding until very late this year or next. You should be receiving a flyer in the mail from the University of Victoria this week providing an update on their plans for the former Sisters of St. Ann Queenswood property. If you do not receive one, you can view it on the website at Queenswood Rezoning.

There will be a Town Hall meeting organized by Barbara Raponi and concerned citizens regarding the proposed rezoning of UVic's Queenswood property on Tuesday, March 22, from 7:00 pm to 9:00 pm at Cadboro Bay United Church. Saanich Councilor Vic Derman, a representative from the Saanich Planning department, President Rick Page from the Cadboro Bay Residents Association and Barbara Raponi will be speaking. Aug 20, 2010: Saanich Municipal Clearance Pruning in Cadboro Bay & Gordon Head

The municipality has been in contact with CBRA to inform them of upcoming plans to do clearance pruning on Cadboro Bay & Gordon Head streets. This current clearance pruning is necessary to accommodate vehicles such as the new fire truck which will be coming to our Fire Hall #3 shortly. Check out this link for details of the plans. Most residents affected by the pruning should have received a letter regarding the pruning along with a schedule for their area. Jun 9, 2010: No Sewage Plant for Our Haro Woods

In an announcement from Capital Regional District, plans for a sewage plant that was proposed for Saanich East/North Oak Bay (SENOB) have been scrapped. See media release.

The site chosen by the CRD was the one-and-only Haro Woods, last remaining public wild woodland in Saanich East. Many people in our community have worked tirelessly over the past four years against this project.

The CBRA position has been that it made no sense to have such a large disturbance planned for this important greenspace. So step one has been completed, but the next steps need to be taken to have a community discussion about the future for Haro Woods. Look for opportunities to become involved with the debate for the Woods.

The Gyro Park Master Plan meeting is hosted by Saanich on June 17, and the Community Future Focus meeting is hosted by CBRA on June 23. Apr 3, 2010: CBRA Letter to BC Minister of Environment Apr 2, 2010

Check this link for details of a recent CBRA letter sent to BC Minister of Environment Barry Penner. CBRA President Irene Stewart says that the intent of the letter is to alert the Minister to several concerns of some Cadboro Bay residents and to submit a request on their behalf for a provincial review of the CRD's current Core Area Liquid Waste Management project. These residents have expressed concerns and wish to ensure set provincial criteria for the sewage treatment project are being met.

Feb 14, 2010: CRD Regional Sustainablity Plan

The Capital Regional District is in the process of updating the Regional Sustainability Plan. This plan will determine what our region will look like in 30 years, specifically how development and transportation planning are approached. The consultation process has just begun, and will continue for a number of months. You can have your views heard on the CRD website using the MetroQuest software tool that lets you try out various growth strategies and pick the one that you support. It's a very helpful & revealing tool. Plan about 30 minutes to use it. You can find the MetroQuest tool at this link

The goal for our village as stated in our local area plan is: 'Create an accessible, safe, and pedestrian friendly village centre that provides day-to-day services for the community and is sensitive to the adjacent residential neighbourhood'

The past few months, and the next year, are going to be busy with the following potential projects :

  1. The "big house" 2470 Sinclair Rd (at the top of the hill) has been moved closer to the road to allow new home construction on the rear portion of the lot. No zoning changes are required.
  2. The 3 properties "behind" Peppers and the Pub parking lot have been purchased and the company made a presentation at our regular board meeting on November 14. The company will now seek input from the neighbours as they make their way through the approval process.
  3. A local developer has brought plans forward to build eight townhouses at 3881 Cadboro Bay Road. Two meetings have been held and many of the neighbours have expressed their concerns/opinions. The Residents Association has asked the developer to address the concerns of the neighbours.
  4. A Public Planning Workshop was held on Saturday October 28 from 9 to 12 as part of the owners pre-rezoning application process for 3820/3824 Cadboro Bay Road (the Barber Shop). At least 30 interested neighbours attended and participated in round table discussions. The owners now have a better understanding of the wishes of those attending.
  5. We have been advised that the Queen Alexander Foundation's 10 acre share of Haro Woods is going to be the topic of public consultation to determine the future of this parcel of land. Our Association and the Gordon Head Residents Association wants to preserve the entire Haro Woods property for park and natural green space for all to enjoy.
  6. Earlier this year, our Executive met with Mayor Leonard. One of the topics we discussed was the problems with police and fire department communication in the "dead zones" in our area (cell phone users experience similar problems). We are looking at ways to solve both of these issues.

May 23, 2007: The 3 Properties Behind Peppers and the Pub Parking Lot

The developer, Casa Projects is proposing a 3 story residential/commercial development with a total of 10 dwelling units, three townhouses and a single commercial space facing Penrhyn Street. The properties are 2589 and 2591 Penrhyn and 2588 Sinclair. Saanich Planning has proposed that a site specific zone be created to include the 2 properties zoned commercial (2588 Sinclair and 2589 Penrhyn) and 2591 Penrhyn which is currently zoned RS 10.

This development is consistent with our local area plan in that it is composed of mixed housing and commercial space in the village centre in accordance with Section 10 of the Local Area Plan. Variances are also not required for any additional parking spaces.
